Who Is The Leader Of The Wreckers?

Is it Kup or Springer? Springer was leader but Kup lead the new Wreckers so that makes him the main man right?

I assume you mean in G1 continuity.

Most recently, Springer was leader of the Wreckers. Impactor served as leader before him, with Springer assuming command after Impactor's death (or non-death).

I'm not sure about Kup ever leading the Wreckers, but in the IDW comics continuity he made a new team mostly consisting of former Wreckers members, specifically Springer (his second-in-command in the new unit), Roadbuster, and Perceptor. This unit was disbanded and the Wreckers reformed sometime after the events of All Hail Megatron, with Springer as commander, and Kup a member of the new Wreckers unit.

In G1 Marvel UK, it was supposed to be Ultra Magnus but he got sent to Earth where he fought Galvatron.

Wrong. Ultra Magnus was the Wreckers' ally and trump card, but was never an actual member of their group. Impactor was their leader until he died and was succeeded by Springer.

In a war situation, troops die and the command structure can change rapidly. Impactor was a priority target for the Decepticons. I got the feeling that Magnus was being lined up for a new role. However, that plan went bye bye and Springer was the next candidate.

No, Xaaron was the priority target. Impactor just jumped in the way of the shot meant for Xaaron and took the blast himself.

Springer wasn't even a Wrecker to begin with. He, Sandstorm and Broadside were Magnus' substitutes for Operation Volcano. If Springer was made leader after that, surely Magnus would've been chosen before him if he'd been around. Magnus is the ideal candidate: a superb battlefield commander to lead some elite Autobot shock troopers. The writers of 'Shattered Glass' thought so. Oh, by the way, you got confused between 'a priority target' and 'the priority target'.
