It is called Project Trooper and will cost $89.99. That name could basically mean anything from GI-Joe to Star Wars and even Starship Troopers. Remember, the listing for the Dracula Crossover was Project Bat, so while the names are hints, they are not clear at all.

Technically... G.I. Joe Transformers do exist. The first one that comes to mind is/was Energon Snowcat, who was based off the G.I. Joe vehicle of the same name. Then there is also Viper from Combiner Wars, who even sports a hybrid Cobra/Decepticon logo. He was based off and inspired by the G.I. Joe vehicle 'Rattler'. Then the third is Serpent O.R. who is based off the G.I. Joe villain 'Serpentor'.
I believe these are the only three, I do not recall any other G.I. Joe inspired Transformers that have been released. At least ones that can Transform.

But if the current inflation trend keeps going, I bet it's just a "voyager +" with an absurd marks-up and Canadians will be priced 200$ for it because reasons.

You're not wrong. The pattern has been a bit skewed by delays and such (e..g., Top Gun and X-Men '97), but the intention to tie-in to something like that has generally been clear.
Iron Maiden's "The Trooper" was released in 1983, so we're near 40th anniversary.
The film adaptation of Starship Troopers was 1997, so we're at the 25th anniversary.
Aliens was 1986, so we're really not near a sensible time for that, unless they tie marketing into the Alien series that's supposedly coming out.

The Jurassic Park set was $104 USD if I remember right. It's probably pointless to read too much into the prices since they're so inconsistent. Deluxe Draculus was $32, Maverick was $50 and Leader Ultimate Ex-Panse was nearly $70 so this price doesn't match a single Leader or a Leader/Deluxe two pack like the JP set. A Deluxe and a Voyager with a little padding from inflation would equal $90.
Thinking about some of the suggestions I've got a few ideas:
Star Wars - Deluxe Snowspeeder and Voyager AT-AT (Speeder would probably be the size of Origin Bumblebee)
Starship Troopers - Deluxe tank ( Warpath is long overdue for a reuse!) and Voyager bug
Robocop - Deluxe police car and Voyager ED-209.
G.I. Joe - Deluxe HISS Tank and Voyager Skystriker (Maverick retool?)

Also, and I hope I'm not alone here, but if it IS G.I.Joe and they give it a BS Collaborative price hike I'm going to be pissed since no additional licensing is involved.

No matter what, Canadians will still get screwed in the end by being charged around 50% more than Americans. It will be the "waiting for clearance" game or "import it from Amazon.jp" when on sale.
I got my Draculus and JP set at the same normal American price with no shipping costs because they where on clearance. As for the Maverick, I imported it form Japan for only 3300JPY (plus shipping but I ordered other things to go with it.)
There's no point for me to ever preorder a X-Over toy. It will be so overpriced that only some few hardcores will buy. There will still be plenty of stock to go on sale and clearance down the line.
Now if only the Afterlife Ectotron could go down at being 60$can like the first version... It will be hard because Toys R Us kept increasing it's price to absurd level and is now a whopping 110$can! If they ever make a sale, I bet it will only go back to the initial 80$can and no less.

Sounds like we wont be waiting long for our first look! Details like if they'll be compatible with Joe figures or release timeframe haven't been given yet, but we should have all of that info in due time if it everything pans out.

It's a decent theory, and provides a target for speculation, but I don't know how likely it is. At that price point it would need to be at least a Leader size, and a cockpit or other space to include a 3.75" figure would limit mold reuse beyond the collaboration. I would really like to see this, but I'm not going to get my hopes up.
As an alternative possibility, it could be a retool of one of the recent bikes like Wreck-Gar or Arcee and include a 6" Classified figure, or even two. There's been a lot of merch recently with Snake Eyes and Storm Shadow on bikes. You'd need two Joe's to get to the $90 price point.
Less interestingly, it could also be something like the X-Men collaboration and just include microfigures that don't interact with the set at all. Hopefully we'll find out soon. (Edit: the leaker and this post say it'll be at the next event, Friday's livestream. That doesn't give us much time, we need to speculate faster.)

Based on the price and design I considered TR Overlord too, but instead of the Rhino, I would do it as a more traditional tank and the Night Raven jet, with the character changed to Megatron. The main problem I had with it is that while the Joes had the Mauler, I couldn't find a Cobra version of a classic tank.

It would work with The Raven and the C.A.T tank. The robot does not really need to be a transformers character as seen on previous x-overs.
And the Skyshadow mold even has the little drone that can be used as the Sttrato Viper that came with Night Raven.

In this case, it does according to the leaker, who has been pretty solid on the info given in the past.

That still leaves things pretty wide open, but I would bet on the bot mode being someone from the franchise.
What would suck would be just re-releases of some of the Human Alliance figures with just the mini-figs retooled to be various Joes or Cobras. Wait, that actually might not be too bad...

Which ones? There were several crossovers in comics by different publishers. The original Marvel run of both franchises had a 4-issue crossover miniseries, plus a comic where Cobra found and rebuilt Megatron into his G2 body; Dreamwave had a crossover set in WWII (and therefore the most unlikely to use as a reference); Devil's Due Publishing had Cobra find the dormant Transformers, refit them into typical GI Joe/Cobra vehicles and remotely control them - until they inevitably awaken and break free - and also created Serpent O.R., while GI Joe mostly used mechs; and the IDW crossover series by Tom Scioli which...I can hardly understand what's going on there, honestly.
So, from my guess, the pre-existing character will be either G2 Megatron, Serpent O.R., or one of the many Transformers already based on GI Joe vehicles (Snow Cat, Skyhammer, Viper...). Though it could also be another, more well-known character adapted to a GI Joe vehicle, like the Devil's Due Publishing comics or the Earth Wars event.

Do you normally call one figure a set? You said it yourself, the leak specifically says the one listed at Gamestop is a set and there will be two sets. We should be getting at least two figures in each set, what kind of figures they are is anyone's guess.

Point taken.
On to predictions. It would make sense to have the Joe set first, but given the codename, perhaps a Cobra Trooper or B.A.T. themed set? I could see a B.A.T. being a good choice for a transforming robot, though it has been done before.

The figure in the picture is Energon Snowcat from 2004. I tried using something fairly recent that most of us would recognize to prevent confusion, but I guess there was bound to be people who weren't familiar with it. Maybe I should have used another picture of original Wild Weasel riding on CW Viper.

The scale is said to be 3.75 inch, making that $90 quite expensive. But remember, Hasbro never made the GI Joe brand more affordable than figures which they have to pay a license for, hence why the 6 inch marvel legends are the same price point as 6 inch GI Joe classified figures.
Below is an image of what the HISS tank looks like for those unaware. We will post what this product actually looks like when it is revealed.
