What is very interesting is that this is part of the Plarail line which was a toyline from the Tomy part of the company, and the toyline which Tomy had designed G1 Omega Supreme to be in line with.
The picture below links to the site which has a video introducing the figure.

Yeah, it becomes the legs, check out the video. Its actually a very simple transformer.

And like something specifically for a mecha anime series.

It looks really cool, I admit... slap a Decepticon badge on it and I'm down. Don't have many train Decepticons, do we?

A reprolabel can fix that easily

Guys, its better than a simple Transforming Train, that's a battery operated worling trainSET. (EDIT: Probably, the transforming train is sold seperately, but designed for inclusion) Tomy sells a whole entire line of blue plastic track switches, diamonds, curves, bridges, the whole 9 under their Plarail line, which is clearly displayed in the website link in the end credit of the video. The wheels ride in troughs in the track. Look at the track in the train picture, and compare:

No, it doesn't. The Legs are the rear locomotive, it couples onto the front loco nose to nose. The torso is under the tront half of the engine, and the legs are "revealed" by the rear loco's nose sliding down to its shins. Likely, the center coach is the power unit that drives the train: the red things on top are likely the crontrol for it.

The left guy is indeed Ultra Raker from Brave Fighter Exkaiser. He consists of two Shinkansen (0 Series and 200 Series if I'm not mistaken) that combine laterally, like GaoGaiGar's Symmetrical Dockers and Animated Safeguard.
The guy on the right is Liner Dagwon from Brave Command Dagwon, consisting of 3 trains with attachments: a racing engine, a tank tread missile launcher and a shuttle-like wing pack. He can be upgraded into Super Liner Dagwon with a transforming D51 Locomotive, turning into boots (as per usual) and a shoulder-mounted drill. He was used as the basic design for an off-brand train combiner, which was KO'ed into that Thomas the Tank Engine guy in the previous post.

Oh man, there are so few of those. In recent memory ( like post G1), the only molds I can think of are Seaspray, PCC Undertow, RID Sharkticon, movie Depthcharge, Energon Tidalwave and Cybertron Thunderblast and Shortround. And I own most.

Been working on building up my own Cybertronian Navy. The Minicon Sea Team and their recolors are coming today.

There aren't many aquatic vehicles, for sure. Still a few more than trains even given Trains often come in teams:
Generation 1 & 2
- Seaspray
- Broadside (Aircraft Carrier Mode)
- Waverider / Diver
- Bomb-Burst / Blood
- Splashdown
- Finback
- Seawatch / Boater
- Waver
- Manta Ray / Piranha
Unicron Trilogy
- Armada Tidal Wave
- Armada Sea Mini-Con Team (plus a gajillion redecos)
- Energon Mirage
- Energon Sharkticon
- Cybertron Shortround
- Cybertron Thunderblast
- Cybertron Deepdive
Robots in Disguise
- Galvatron (Cruiser Mode)
Animated
- Jetpack Bumblebee (a cheat, I know)
Live Action Movies
- RotF Depthcharge
- PCC Undertow
- 2010 Sea Spray
We're due for one!

It's unlikely, but I'd love a good Hammerstrike from current RID.

At least he has elbows. Shame all he has for articulation is shoulders and elbows, and a bigger shame that he'll probably be fairly expensive since he's motorized (in train mode). The most expensive Plarail trains seem to be about 3,000jpy, so I'm thinking 4,000jpy for one that transforms. I wonder how many different ones they'll make.

I don't think there has been a single RID2015 Decepticon I don't want so far, but I am HUGE on Hammerstrike. He's needed!

As far as I know, its still KO. (Great, now I'm channeling Wheelie. Someone Kill me)
I think the set came from either Strasburg or the RR Museum of PA's gift shop. My understanding is that this is more or less ust a generic "Transforming Train Toy" and not a reproduction of something more important, but I could be wrong, never looked that hard. Its in storage somewhere, but the fronts of the Smokeboxes are transparent orange, the Two limb locos are molded to look somewhat authentic (besides being see-through fire orange) with a center headlingt on one and a solid smokebox door on the other. One is a pine green, the other a royal blue, with thighs, elbows, and hands a bright white. The Torso engine's front is a sperical ball shape within a circular golden ring (looks kinda like a mane). The loco itself is black and trimmed in Red, with gold wings on it. Reminds me of the paint scheme for the Power Rangers' Megazord train, but that's clearly not it.
EDIT: It looks kinda like this, actually:
And the only face is the one ON TOP of his shoulders.

Again, that seems like something Takara would be more than happy to oblige.
Are train toys more popular in Japan for some reason? Is it because they have bullet trains?

Trains are popular there, period. In fact, last year's Super Sentai shows (for Power Rangers) was all about trains (and IMAGINATION!)

Had a thought once for a Decepticon Greyhound bus named Big Rig who carried smaller Cons that shot out from the storage compartments.
