So the Commander OP gets a faceplate and black windows but the Voyager doesn't? Why, Hasbro, why?
Bulkhead looks kinda cool though. If I collected Roadbusters I would consider him.

If it's a pinned job, then clearly this would be a bit more advanced custom. Hopefully a few screws is all it will take.

Hmmmmmmm.
I'm sure they connect to the body differently but once I've done the 3D model I don't see why I couldn't scale it and do different connection points.
Unfortunately we don't have any usable images of the deluxe toy yet for me to figure out how it connects, nor is there an existing Prime Bulkhead deluxe to go off of. Though I would assume a ball joint.

Optimus's truck mode looks rather arthropodic. I could almost see it as a vehicle mode for Tarantulas or Rampage or some other "bug" Pred.

Er...they didn't change the transformation scheme, the remolds are all 100% aesthetic. Speak of which, I appreciate that they actually painted the rear side windows on this one.

The commander class in Prime Cyberverse gets a lot of flack for their high prices. Know why they cost so much? Because they're worth it!

Super short Scouts are worth Deluxe prices?
They're not bad, but I shouldn't have to pay 10-12 bucks for such a small figure.
But if you have the money to burn, by all means, go for it. They're neat little guys.

Your mileage clearly varies, but I'll bet you pick 'em up when they drop to $5 and $7 at Marshall's or Ross or other discount stores.
