I believe this has more to do either with appealing to metal fans, or with structural integrity that plastic would otherwise compromise. Besides, metal pieces are solid, something unheard of for plastic pieces.

Indeed, I've broken a lot of die cast in my time. Die cast refers to the molding process rather than the quality of the metal so as long as it isn't toxic any hard metal or blend will do.

I like the art and the plastic free packaging.
It does look out of place with other reissues..

First, that box have nice art, but the art is more for the current Generations Starscream than the classic one. They should have went with the pure Sunbow style of the classic cartoon. Furthermore, that box is very thin and flimsy, making it recycling bin fodder.
Starscream is packed in some weird "gerwalk" mode, being mid-transformation. With a huge paper cocoon containing the rest of the parts.
This is what you get:
The notable "new" accessories are those freakishly long missiles and null-rays (safety reasons), a Megatron gun that separate in 2 parts, and new hands to hold this Megs gun.
Once everything is assembled, Starscream looks good. Really good. There's no stickers included and everything is painted. His head and face got some very close attention. The toy itself feels in hand like the original, with diecast and solid plastics.
Comparison with Takara's Encore. The differences are significant. Especially for the overall colors, sticker details, and null-ray size.
The painted face on Toon make all the difference compared to the original.
In jet mode, the difference are the same as for the bot modes, but the Toon's missiles are ridiculous. I'll stick with the null-rays. Oh, and by the way, those missiles shoot pretty well and pretty far.
Does anyone know if that peg on Meg's handle serves any purpose?
Overall, was that Screamers worth the same price as a standard voyager? Oh, definitely. That's pretty cheap for a "G1" Transformers and the quality is top notch. Plus you get extra stuff. And I just can't get over that superbly painted face.
Buy it if you can.

That what I said. The ORIGINAL. That Megatron gun with the specialised fists didn't exist back in the 1980's. And the previous "reissue", I can't consider it a true reissue due to the specialised parts. It was the first time the Megs gun with the fists appeared at that edition, right? Did that one had the absurdly long missiles as well?
Regardless, I think this Toon version is WAY superior than the previous edition. Simply because it doesn't pretend to be G1 with this bright and kick-ass deco. Especially with that fully painted face. It's also WAY cheaper for some reason. If I remember, the previous Walmart "reissue" sold for 60$CAN while the recent Toon one is 44$CAN.

Also, perhaps the scramble style combining makes their combining joints more prone to breaking? Those pieces aren't very thick. I never really got @williams-james88's post about addin articulation to G1 in the style of MotU Origins (as mentioned in the thread below), but Hot Rod is really making me feel it now. If they added some shoulder rotation, you could have him raise his arms to raise his wrist blasters. I instinctively tried to do it, though I know it doesn't work, and hasn't for nearly 40 years.

Both the G2 Protectobots and G2 Stunticons got canceled, but availability depends. The smaller bots had packaged samples produced, couldn't be more than a dozen each. But the torso bots Motormaster and Hot Spot are much rarer, and no packaged copies for either have surfaced.
One note: G2 Breakdown got chosen as the exclusive for the very first BotCon in 1994, so he got a bigger run in the hundreds. 3H went with him over G2 Blades if you must know.
