My guesses for the last two are as follows:
If Sea Clamp is the torso:Sea Clamp - Hot Spot (two new heads)
Cicadacon - Air Raid with Skydive's head
If Cicadacon is the torso:Cicadacon - Cyclonus (two new heads)
Sea clamp - Mirage redeco
My reasonings for each: There will be five new heads, but the total number of head there are is six when one counts all five robot mode heads plus the combiner head, so one of them will have to be left alone.
The Air Raid mold would be perfect for Cicadacon because of its wings that fold upward, and the Skydive head would be a close enough match to Cicadacon's cartoon head. Air Raid and Skydive appear to be pretooled reshells of each other, so it would be ideal if the Club could get Skydive's head onto Air Raid's body.
Sea Clamp from Hot Spot isn't a perfect fit, but then none of the other Voyagers really fit him that much either. But the Hot Spot mold is a fire truck, and both a fire truck and a lobster are associated with water, so there's that connection. Admittedly, this is the weakest guess on my part.
For the other case, the Cyclonus mold, like Air Raid, has upward-spread wings in robot mode, which would work for Cicadacon.
Sea Clamp from Mirage is mostly based on the Mirage head being close enough to Sea Clamp's cartoon head with its roundness, tiny eyes, and slitted mouth. And the mold has a smaller build like how Sea Clamp's cartoon model was on the smaller side in the show.
In all honestly, though, the Rook mold would have been more ideal for Sea Clamp than for Tarantulas.
