Yeah, but that doesn't mean that the remolded Soundwave and BB are exclusive to the Netflix line.
For instance ER Prime is in the Netflix line with additional weapons and blue legs. So, maybe that's the same deal with Soundwave. He comes with cassettes. That's what's exclusive about him. Maybe the yellow eyes too.
As for BB, I don't know. Maybe something about the paintjob? It just seems odd that he'd be on the box, and clearly in mind when they made Cliffjumper ... but be limited to the Netflix
This is my feeling as well, I posted as much at the top of the page, though it seems like most people didn't notice it. Nothing I've seen so far convinces me that Bumblebee and Soundwave (or maybe even Elita 1 and Optimus) are exclusive to this line.
Bumblebee, maybe. But Optimus, I doubt. Rereleasing Earthrise Optimus' cab at Voyager again also wouldn't make much sense, since they already released the original form of the mold at Voyager in SIEGE, the mostly-new version in its entirety at Leader in Earthrise, and now sans trailer in the Netflix line. Yes, Optimus Prime may be prominent on the poster, but what stops that from just being representative of his Earthrise toy? Both BB and Optimus in their G1 forms are on the poster, with optimus being at the forefront. Rereleasing those Netflix toys in a new package could make some sense, just to have more stuff on the shelves. And making a new G1 Optimus and BB would make less sense when all the novelty is done with the Beasts instead.

To get some of his parts into the right colors (like the hands and inner legs) and not include the trailer he's gang molded with they would have had to remove those parts from the trailer molds and include them with the figure molds. That's a lot of work, it would have been much easier to use Siege Prime instead since he's actually in that body in the show.

Not really, no. You could maaaybe sit them on top of the dividers with their legs in the seating areas, but that's the best you could hope for.
